A total of 115 cars have been seized since bailiffs began using handheld devices to scan number plates and identify owners with outstanding fines, Justice Minister Paul Goldsmith says.
The devices were introduced on a trial basis in July and Goldsmith said they would become a permanent measure rolled out nationwide.
